If you are a national of a country subject to a visa for entering Guatemala, you still need to obtain the Travel Affidavit along with your visa. If you are a national of a visa-exempt country, you too will have to obtain your Guatemala Travel Affidavit in order to travel.
Yes, even Guatemalan citizens have to apply by providing their passport numbers. If you are a citizen of the Republic of Guatemala and you are travelling between Guatemala, Honduras, El Salvador, and Nicaragua, you can apply with your ID Card (DPI) instead of your passport.
